On November 14, 2023, the government of Hungarian Prime Minister Viktor Orbán submitted a draft bill aimed at regulating the immigration of third-country nationals to Hungary. The following month, the proposal was passed by Parliament, officially confirming that Hungary will launch a new investment immigration program in 2024

On December 20, 2023, the President of Hungary signed the “General Rules for the Entry and Residence of Third-Country Nationals” (T/6079). The law will officially come into effect on January 1, 2024, with a transition period from January 1, 2024, to March 1, 2024.

The Hungarian Immigration Authority's website officially launched the program on March 1, 2024, with the "Guest Investor Residence Permit" and "Guest Investor Residence" expected to begin accepting applications on July 1, 2024.
Investment requirement as low as 250,000 Euro

Real Estate Investment Fund
An investor can purchase units of real estate funds with a minimum value of €250,000. The selected fund should be registered with the Hungarian National Bank.
2. €500,000+ (SUSPENDED)
Real Estate Purchase
An investor can purchase residential real estate with a minimum value of €500,000. To acquire the property, it is necessary to obtain permission from the Land Registry with the assistance of a lawyer.
A certificate of investment fund shares valued at €250,000, issued in the name of a third-country national by a real estate fund manager registered with the Hungarian National Bank.

Please note that in this case, you are required to hold the investment fund shares issued by the real estate fund for at least 5 years. The investment fund, with a net asset value representing at least 40% of the Hungarian residential real estate investment. Additionally, the real estate fund manager must hold at least one simplified site security certificate or be listed in the registry according to Act XXX of 2016 on National Defense and Security Procurement.
Real Estate Investment Fund
A sale and purchase agreement signed by a lawyer must involve residential property worth at least €500,000, located within Hungarian territory, and registered with the Hungarian Land Registry under its parcel identification or topographic plot number. The property should be free of liens, claims, or encumbrances.
Please note that after acquiring ownership of the residential property, within five years from the date of signing the purchase agreement, the property must meet the regulations prohibiting transfer and encumbrance registration with the Land Registry. The property can be solely owned by you or jointly with one or more family members who are also applying as guest investors.
Additionally, the authorities will appoint a real estate expert to verify whether the actual market value of the property significantly deviates from the purchase price stated in the application. The cost of this assessment will be borne by the applicant.
